Xemnas was innocently enjoying his pumpernickel bread sandwich, when Axel ruined everything.
This incident, added onto the fact that after Xemnas glanced at the chore wheel and learned that it was his week to do laundry and bathe Axel...let's just say he imposed the "maximum punishment".
